PROJECT ON ONLINE REGISTRATION OF CIVIL STATUS RECORDS IS DEVELOPING IN TURKMENISTAN

In framework of implementation of the State Program on Development of Digital; Economy of Turkmenistan for 2021-2025, ensuring the quality and availability of the respective public services, the Government of Turkmenistan together with the United Nations Development Project (UNDP) carries out the project on implementation of system of online registration of civil status records.

This pilot project is aimed at the digitization of services on registration of civil status records and promotion to create the Unified Register of Civil Registry Office for the Ministry of Justice of Turkmenistan. It provides respective technical assistance to the Government of Turkmenistan on creation and implementation of this digital system, personnel training for operation of this project in pilot mode.

Thus, UNDP in cooperation with UNICEF created the roadmap on digitization of the registration system, studied the technical feasibility of digitization of existing paper civil registers in the country, and selected the digitization methodology of selected number of existing civil registers.

According to practice, after the state registration of civil status records, persons in respect of whom an act record has been made are issued a certificate in electronic form, if necessary, a certificate, certified by an electronic digital signature of the individual who issued the document. At their request, a certificate is issued on paper, sealed with a signature, official seal of the registering authority that issued the document.

Digitization of registration of civil status records will help to make it even more convenient for everyone to receive public services.
